Born in Santiago, Chile, 14 August 1936, married to Gloria Orb, two sons, five grandchildren. Studied Primary Education at Padres Franceses. 1946-1952, Secondary Education at Instituto de Humanidades Luis Campino, Instituto Nacional, Santiago, and San Luis College, Antofagasta. 1958 Graduated as Agricultural Scientist from the Catholic University, Santiago. 1960 Master of Sciences on Agrarian Economy, Illinois University, USA.

Political Activities: Member of the Christian Democratic Party. 1957-64 National Adviser for the Christian Democratic (CD) Party. 1962-64 CD Youth Party Chairman. 1971-78 Member of the Board of the CD Party. 1972-73 Senator of the Republic for O’Higgins and Rancagua. 1974-76 CD Party’s National Secretary (responsible for re-grouping the party in clandestinity). 1976-1979 CD Party’s National Vice-Chairman. 1980-89 CD Party’s representative at international congresses and meetings. 1994-97 CD Party’s National Adviser. 1997-98 CD Party’s National Secretary. 1997-06 Senator of the Republic for the VI region.

Academic Activities: 1961-1964 Professor of Economics, Universidad Católica, Valparaiso. 1970-74 Professor of Agrarian Economy, Universidad de Chile, Santiago. 1970-78 Professor of Rural Development, Universidad Católica de Chile, Santiago. 1973-74 Professor of Economics, Universidad de Chile. 1984-86. Professor Gregorian University Rome. 1994-98 Adviser for Instituto de Educación Rural. 1996-97 President of Instituto de Educación Rural.

Professional activities: 1960-61 Economist, Agrarian Economic Department, Ministry of Agriculture. 1961-64 Head Agricultural Department, Technical Cooperation Service of Chile. 1964-1970 Executive Vice-President of the Corporation for the Agrarian Reform (CORA- Corporación de la Reforma Agraria). 1974-78 Consultant World Bank and the Inter-American Agrarian Sciences Institute (OAS – Organisation of American States). 1978-86 Director Human Resources, Institutions and Agrarian Reform, of FAO, Rome. 1981-89 President and Organizer of World Food Day, Rome. 1986-89 FAO Deputy Director-General, Rome. 1989-1993 FAO Deputy Director-General for Latin America and the Caribbean.

Publication and Memberships: Author of publications, articles and interventions in economic, rural and agricultural subjects. Author and co-author of laws related to the farming industry and the Agrarian Reform. Member of the Agricultural Scientists College of Chile (International Award). Member of the Geographical Society of Mexico (International Award). Member of the Jacques Maritain Institute, Rome. Member and President of the International Chapter of Rome, International Society for the Development (SID). Awarded the Peruvian Medal for Agricultural Merits.
